Neighborhood organizations can help citizens have their voices heard in the public policy debates that take place in the community. They often are formed by citizens acting on their own but sometimes at the suggestion of city government. Many cities view neighborhood organizations as a means of solving problems at the grassroots level, providing a vital link to City Hall, and providing an environment for the development of future civic leaders.
