Neighborhood Improvements Programs (NIP)

Under the Neighborhood Improvements Programs (NIP), the City selects one neighborhood at a time from the BG Reinvestment Area to make long term improvements tailored to the specific needs of the individual neighborhood to create a better residential and economic environment while also addressing the housing needs of the area.

NIP projects are selected from a two-prong approach. First, two cross-departmental teams of city staff members take neighborhood tours to gain a better understanding of the opportunities and challenges in the neighborhood. Second, a public meeting is held at which all neighborhood residents and property owners are invited to share what they like about the neighborhood and what improvement opportunities exist. Based on this feedback, projects are then selected for the betterment of the neighborhood.

The City implemented the NIP in its first neighborhood of focus, Census Block Group 105.2, where over $1 million dollars in projects were undertaken including property rehabilitation and park, pedestrian, and street improvements.

In 2017 the City began transitioning the NIP from Census Block Group 105.2 to Census Tract 112. Much larger in land mass, the City committed approximately $2 million dollars to projects in Census Tract 112 over a two-year period. Similar to Census Block Group 105.2, Census Tract 112 saw property rehabilitation, park, and pedestrian improvement projects. The City also made a substantial investment, $500,000, into new affordable housing opportunities.

The third neighborhood for NIP was Census Block Groups 103.3 and 103.4, where the City allocated approximately $1,600,000 in funding for pedestrian improvements, affordable housing opportunities, and exterior property improvements. This was the first neighborhood to see transitional housing under NIP.

Census Block Group 102.1

Census Block Group 102.1 was the fourth neighborhood selected under the Neighborhood Improvements Program. Awarded approximately $1,500,000, the focus of 102.1's improvements was to implement neighborhood identity enhancements to preserve the heritage of a historic African/American community, Shake Rag. Additionally, the City set out to strengthen mobility safety in the lower downtown area through new sidewalks and street improvements. Exterior property improvements were once again made to assist property owners with maintenance, remove blighting influences, and improve curb appeal.
