Code Description:
Permits are required to be obtained from the City for all site construction projects and/or land disturbances as set out in the City of Bowling Green Stormwater Best Management Practices (BMP) Manual. The developer shall also coordinate with the KYDOW and the U.S. Army Corps of Engineers to determine whether permits are required from those agencies before construction begins. Each developer shall submit an application to the City on a form provided by the City. Unpermitted site work was documented. A trench was dug across the property, severing several utility hookups in the process. A ditchline has had a storm sewer pipe placed in it, promoting scouring. A Site Work permit to correct the trenching and repair the ditch must be applied for by Friday, 16-May-25. If no permit application has been received by that date, additional enforcement actions will be taken.

Code Description:
Other than naturally-occurring stormwater, no person shall discharge or cause to be discharged into the MS4, or any conveyance, any materials, including but not limited to pollutants or hazardous materials or waters containing any pollutants or hazardous materials that cause or contribute to a violation of applicable water quality standards. Allowable discharges that create or have the potential to create unsafe conditions on city streets or other public rights-of-way are prohibited. The commencement, conduct or continuance of any illegal discharge to the MS4 or any conveyance is prohibited. Sewage was discharged from an overflowing lift station and a broken private sanitary sewer main. Per communications with utility location contractor, a previous discharge occurred on 1-Mar-25 at this location. Sewage discharged directly into a ditch, draining into a sinkhole on the adjacent property, A licensed plumber must inspect and make necessary repairs to the system. If a licensed plumber has not inspected the system by Friday, 9-May-25, a second citation and fine will be issued.
