It shall be unlawful to begin the construction of any structure or to begin the moving or alteration of any structure or begin or change the use of a premises until the Building Inspector has issued a site work permit (if required by Sec. 3.12.5) and a building permit. The building to the rear was added on to multiple times, additional pavement was added to the site, and the operation of a commercial roofing business started, prior to obtaining a proper permits.
