Park Rules & Regulations

Our Purpose

The City of Bowling Green Parks & Recreation Department (BGPR) is committed to providing safe, welcoming, and well-maintained parks, recreational facilities, and programs that enhance the quality of life for all members of our community. The purpose of these General Rules and Regulations is to ensure that all park users, participants, and visitors enjoy a clean, safe, and respectful environment when visiting City-operated parks and facilities or participating in City-sponsored programs.

These rules apply to all public parks, greenways, trails, sports fields and courts, aquatics facilities, community centers, and other recreational spaces and amenities operated or managed by the City of Bowling Green. Compliance with these rules is expected at all times to ensure the enjoyment and safety of all guests, protect City assets, and promote responsible use of public resources.

All use of BGPR properties is also subject to the laws and regulations of the Commonwealth of Kentucky, the City of Bowling Green, and other applicable state and federal authorities. Individuals using City parks or facilities for special events must complete the appropriate application process and receive formal approval from the City before such events may occur.

The City of Bowling Green reserves the right to give scheduling priority to City-sponsored programs and events, which may supersede other permitted or informal activities.

Authority and Enforcement

The enforcement of these Rules and Regulations is the responsibility of BGPR, with the assistance of the Bowling Green Police Department (BGPD) and other designated City officials, as needed. City staff and law enforcement personnel are authorized to take appropriate actions to address violations, including issuing warnings, citations, removal from park property, or other enforcement measures in accordance with applicable laws.

We ask that all visitors respect both the letter and the spirit of these regulations so that Bowling Green’s parks and recreation system can continue to be a vibrant, inclusive, and enjoyable resource for the entire community.

To ensure the safety, enjoyment, and preservation of public spaces for all residents and visitors, BGPR has established a comprehensive set of General Park Rules and Regulations. These rules apply to all City-managed parks, athletic facilities, recreational facilities, playgrounds, shelters, open spaces, downtown event areas, and special-use locations under BGPR jurisdiction.

Whether visiting a neighborhood park, reserving a shelter for a gathering, attending a special event, or utilizing athletic fields or indoor community centers, all individuals and groups are expected to comply with these regulations at all times. Consistent enforcement supports the cleanliness, functionality, accessibility, and safety of public amenities while promoting respectful behavior and responsible use of shared community resources.

These regulations are designed to protect park users, preserve both natural and built environments, ensure accessibility, and support fair access to facilities for organized programs, permitted events, vendors, and casual users alike. In addition to general standards of conduct, these rules also address specific activities, safety considerations, and operational needs that may arise within certain parks, facilities, or events.

The regulations govern areas including, but not limited to, commercial activities and permitted services; tents and temporary structures; amplified sound; signage; drone operation; large inflatables; memorials; and other regulated uses. They also outline requirements related to public safety, behavior, and authorized activities within City parks and facilities. Additional site-specific rules or permit conditions may apply and must be followed as posted or issued. All BGPR Parks and Facilities abide by KRS 411.190- Obligations of owner to persons using land for recreation.

All visitors, vendors, event organizers, and facility users are required to comply with these regulations. BGPR Staff, Park Rangers, BGPD, and designated City personnel are authorized to enforce these rules, issue citations, revoke permits, and remove individuals in violation as deemed appropriate.

Hours of Operation

City parks have the following hours of operation. Park users must abide by these hours unless authorized by BGPR. These hours apply to most outdoor parks only. Hours of other city park facilities, such as our community centers, aquatic facilities, golf courses, Dog Park, and cemeteries, are posted at each location and on the City’s website. These hours are subject to change based on programming, weather, maintenance, or special events.

Parks with Lighting are open on Monday through Sunday from Sunrise to 11:00 PM.

Parks without Lighting are open on Monday through Sunday from Sunrise to Dusk.

The following parks have gates that are locked nightly. Hours of closure are subject to change at the discretion of BGPR. HP Thomas Dog Park and Cemeteries are locked at dusk. Lovers Lane Soccer Complex is locked at dusk during the winter and at 10:30 PM during other seasons. Kereiakes Park and Lampkin Park are locked at 10:30 PM.

Closed Parks

Entering or remaining in a BGPR park and facility after posted closing hours is prohibited. BGPR reserves the right to close any park or facility at any time for maintenance, emergencies, safety concerns, or other necessary reasons. Entering restricted or closed areas, including those marked by construction or danger signs, is strictly prohibited.

Use of Park Facilities

Surfaced courts are to be used only for their intended purposes.

No bicycles, skateboards, rollerblades, or similar items are allowed unless explicitly permitted. Playgrounds, splash pads, shelters, and restrooms are off-limits to skateboards, bicycles, rollerblades, and similar equipment. These items may only be used on designated paved areas.

Golfing is permitted only at official BGPR golf courses and is prohibited in other parks and facilities.

Sledding is discouraged due to safety hazards and the increased risk of injury. BGPR does not endorse sledding on any BGPR park or facility.

BGPR parks and facilities have a disposal of refuse to prevent people from dumping trash in parks, facilities, or bodies of water. Refuse includes garbage, sewage, trash, and waste. All refuse should be properly disposed of with the provided trash receptacles or taken out of the park by the users to be properly disposed of. If trash exceeds the trash receptacles, do not leave it outside due to littering.

Play safely and respectfully. Visitors should be courteous to each other and play safely. This includes maintaining a safe distance from others on play equipment, properly exiting play equipment, using the equipment for the intended purpose in a safe manner, and taking turns on play equipment. Users should be cautious of slippery surfaces. It is best practice to ensure your shoes are tied and that clothing and accessories that could get tangled in play equipment are not worn.

Parental supervision is encouraged for minors under ten (10) years old.

Use of the appropriate safety equipment for the play equipment or sports is encouraged.

Climbing is permitted only on designated playground equipment. Climbing, sitting, standing on fences, walls, railings, other protective barriers, shelters, statues, fountains, trees, or any other park structures not designed for play is strictly prohibited.

Hammocks, slacklines, or similar equipment are prohibited from being attached to trees, poles, or park structures to prevent damage to park property. Use is permitted only in designated areas.

Users may not damage or remove any property at any parks or facilities. Tampering with utilities, electrical panels, irrigation, lighting systems, or any other park infrastructure is prohibited.

Any damage, hazardous conditions, concerns, or suggestions should be reported to the Bowling Green Parks and Recreation Department, 225 E. Third Avenue, (270) 393-3249.

Prohibited Conduct

It is unlawful to leave a minor unattended (children under the age of 10), except in supervised programs, activities, or facilities.

Bullying, fighting, verbal and electronic threats, and profanity are strictly prohibited.

Due to underground irrigation systems, stakes may not be driven into the ground at any BGPR parks and facilities for any reason.

Unattended Property & Camping

Camping and sleeping are strictly prohibited in all City parks. Sleeping in any public area, including but not limited to benches, picnic tables, and open spaces, is not permitted at any time.

Any personal property left in any City park shall be considered abandoned, and the City may dispose of such property in conformance with State and local laws and regulations. Leaving belongings behind may hinder public access and enjoyment. BGPR does keep a Lost and Found at the F.O. Moxley Community Center that is maintained by Park Rangers. Items are kept for 30 days.

Americans with Disabilities Act (ADA)

Personal assistive mobility devices may be used in compliance with the Americans with Disabilities Act (ADA). Individuals must not block pathways in parks, amenities, and facilities, as these must be clear to provide ADA accessible access and public safety.

Environmental

Damage to Park Trees and Grounds / Wildlife

No person shall damage, cut or injure any park tree, shrub, bush or similar park amenity, injure any bee hive, pick the flowers of any park shrub or bush, injure the bark of any tree or remove any soil, rock, stones, fallen timber or other wood or materials from any park or remove, excavate, harm or destroy any site, building, artifact or other City property. Some City parks contain undomesticated animals, insects, and snakes. The use of the park is at the user's own risk, and the user should avoid those animals, insects, and snakes. No hunting or trapping of wildlife is allowed in any City park unless authorized or conducted by the City. No feeding of wild animals is allowed in any City park unless authorized or conducted by the City.

Fishing is allowed in designated areas and waterways with a valid Kentucky Fishing License and in accordance with the Kentucky Department of Fish and Wildlife Resources.

Contaminants

The introduction of dyes, detergents, bubbles, or any similar substances into bodies of water within park premises is strictly prohibited. This includes, but is not limited to, fountains, pools, spraygrounds, natural bodies of water, and restroom facilities. Furthermore, the use of any such bodies of water for bathing or personal hygiene is not permitted under any circumstances.

Water Access

Entering any golf course pond, lake, or water source, or any non-recreational body of water, is strictly prohibited. This includes all frozen bodies of water.

Metal Detectors

Metal detecting is allowed in public areas of City parks except for all golf courses, all athletic ball fields, the Russell Sims Aquatics Center, cemeteries, historical locations, and other locations as determined by the Parks and Recreation Director.

Metal detecting is only allowed during daylight hours.

All federal and state antiquity laws must be obeyed.

If an item of possible historic or cultural significance is found, leave the item where you found it. Please contact the Parks Administration Office at (270) 393-3549. Historic or culturally significant items are the property of the City and will be used to help interpret the park and its history.

The probing and digging for items is limited to the use of an ice pick, screwdriver, or small knife. The use of larger digging tools is prohibited. After digging, all turf, dirt, and mulch must be replaced and returned to their original condition. Take care not to damage tree roots. Do not probe deeper than six (6) inches. Any damage to utilities or irrigation systems shall be the responsibility of the person doing the metal detecting.

The cutting of vegetation is prohibited.

Metal detecting is allowed in playgrounds with mulch surfacing only when children are not present.

Grills and Open Flames

Open flames are strictly prohibited, including candles, lanterns, and fire pits. Exceptions are permitted only for fire pits and propane grills used during BGPR events that are coordinated and overseen by the department, and such use must follow the BGPR Fire Pit Safety Protocol. Flameless objects are allowed but must not be left behind and should be properly disposed of after use.

Charcoal grills are provided at select parks for on-site cooking, but shall not be left unattended. The user of the park must bring their charcoal, and grills be cleaned before usage. No person shall leave any park facility without first having completely extinguished any flame or coals. Charcoal must be completely extinguished and cool to the touch before disposal. Portable fire pits, outside grills, heaters, and deep fryers are prohibited.

Smoking, Glass Bottles, & Alcohol

Smoking is prohibited in City parks and within all city structures. Smoking is allowed only in designated areas, such as parking lots. Anyone smoking in permitted areas must properly dispose of the remains of any cigarettes, cigars, e-cigarettes, other nicotine, and tobacco products in the appropriate trash receptacle provided by the City and shall not litter any City park.

Glass containers of any kind are strictly prohibited in all City parks.

The possession and consumption of alcoholic beverages are prohibited unless it is permitted by the appropriate license, which requires approval by the Board of Commissioners.

The City prides itself on being a drug-free workplace- all City properties are considered drug-free zones.

Disorderly Conduct

The department strives to maintain a safe environment. In doing so, disorderly conduct will not be tolerated, including but not limited to abusive language, vandalism, destruction of property, or unsafe behavior.

Weapons are subject to Kentucky law. Unsafe usage or display of firearms or knives is prohibited. Such usage or display will be investigated and possibly reported to BGPD. Following the investigation, BGPR will determine the appropriate action.

Driving and Parking of Motor Vehicles and Skates

Driving and parking motor vehicles are only allowed on designated driving surfaces. Parking areas and speed limits are to be observed. Handicapped parking areas are posted. Only vehicles marked with handicapped permits are allowed in these spaces. Vehicles may be towed for violation of rules. The City does not assume responsibility for damages or expenses from towing.

Park in designated areas only; do not block fire lanes or access roads.

Unlicensed vehicles, including but not limited to motor vehicles, go-karts, mini-bikes, ATVs, hover boards, class 3 e-bikes, and e-scooters, are prohibited. No overnight parking is allowed, and any vehicles left at the time of the park’s closing will be towed.

No motor vehicles are allowed on walking trails. Blocking walking paths or trails with vehicles is prohibited.

Be aware of bicyclists using roadways and greenways within parks.

No motor vehicle repair is allowed in City parks.

The use of roller skates, skateboards, or similar items is allowed in City parks only in designated areas.

Pets in Parks

All pets must be kept on a leash no longer than six (6) feet, except in designated off-leash areas such as dog parks.

Pet owners or handlers must clean up after their animals. Pet waste bags are provided at some parks.

No domestic fowl, horses, swine, sheep, goats, or other livestock are permitted in City parks without prior approval from the Parks Director or their designee.

Pets or animals may not be tied or hitched to any fixed or temporary object, including but not limited to trees, fences, signs, benches, or park structures, including but not limited to pavilions.

Service Animals

Service animals are permitted within park facilities in accordance with KRS 258.500.

Authorized City staff, including members of the Bowling Green Parks & Recreation Department, Bowling Green Police Department, or other designated city officials, may ask only the following two questions: “Is the dog a service animal required because of a disability? and What work or task has the dog been trained to perform?”

Staff may not ask about the nature of the disability or request documentation.

Emotional support and therapy animals are not considered service animals and are subject to the same rules as pets.

Sales, Services, and Admission Fees

No person may sell or offer any food, beverage, product, or paid service in any City park without written authorization from the Parks and Recreation Director. This includes but is not limited to food trucks, vendor carts, and other commercial operations. Vendors are only permitted as part of an approved public special event, or through a contract or concession agreement with the City.

Authorized individuals or groups are responsible for obtaining all necessary permits and licenses through the Barren River District Health Department and maintaining cleanliness and proper waste disposal in their designated area.

No individual or group may charge admission to enter any City park or facility unless explicitly authorized by the City. The City reserves the right to assess vendor fees and restrict or prohibit specific uses, at the discretion of the Parks Director.

Cash awards and prizes are not permitted to be part of events on City property.

Personal photography is allowed in all City parks. However, commercial, staged, or drone photography requires prior written approval from the Parks Director. Filming in parks and facilities requires additional permitting.

Fireworks

The use, discharge, or possession of fireworks, pyrotechnics, flame effects, or other explosive devices is prohibited in all City parks and facilities. Exceptions apply only when specifically authorized as part of a permitted special event.

Tents & Temporary Structures

Tents erected in excess of 400 square feet require a Tent Permit. These are issued by the City of Bowling Green Neighborhood and Community Services Department. For permits or inquiries, visit 707 E. Main Avenue or call (270) 393-3676. Any tent requires an Outdoor Facility Request Form from BGPR.

Temporary structures require BGPR approval. BGPR and the City of Bowling Green are not responsible for the expense of these temporary structures. Temporary structures include temporary tents, mobile buildings, stages, or other temporary structures. All stages must follow the approved American National Standard Institute (“ANSI”) E1.21-2024 recommendations for “Entertainment Technology-Temporary Structures Used for Technical Production of Outdoor Entertainment Events.” Any changes to the temporary structure prior to the event should be notified to BGPR prior to and during the rental date. Removal of the temporary structure shall be done in a timely manner or incur transportation and disposal fees. Any temporary structure requires an Outdoor Facility Request Form from BGPR.

Amplified Sound and Music

All amplified sound must comply with the City’s noise ordinance. Music or other sounds must not disrupt other park users. Music containing profanity is prohibited.

Live bands, DJs, or amplified sound systems require a Special Event Permit and must adhere to all applicable licensing and copyright laws.

Signs and Displays

No person shall paste, glue, tack, install, or otherwise affix or post any sign, placard, advertisement, or other items to any tree, structure, bench, or other park amenity in any City park or facility, except for sponsorship acknowledgements and memorials approved by the Parks Director or designee.

Signs, placards, advertisements, or other similar items may be installed in City parks as authorized as part of a Special Event Permit, with the renter or responsible person representing the renting entity remaining on the rented premises during the time of the rental period. Signs are only permitted during the rental at the rented location, unless special permission is granted.

The City of Bowling Green assumes no liability or responsibility for the cost or expense of the installation, maintenance, operation, or security related to any signs, placards, advertisements, or other similar items authorized by permit. Any damages resulting from the theft, destruction, or harm to the sign, placard, advertisement, or similar items shall be the sole responsibility of the responsible party/renter.

Any signs, placards, advertisements, or similar items remaining on City property after the conclusion of the special event shall be disposed of by the City at the responsible party's/renter's expense, and that cost shall be deducted from any deposit provided to the City.

The person installing any signs shall be responsible for any damage to City property, including but not limited to any above-ground or below-ground utilities or irrigation system, and it is the responsibility of the person renting the facility to determine the location of utilities and irrigation lines prior to installation.

Cremation Remains

No cremation remains may be scattered or placed in City parks without the express written consent of the Parks Director.

Unmanned Aircraft Systems and Vehicles

The use of unmanned aircraft systems, or vehicles (includes but is not limited to drones and model airplanes) is prohibited in all City parks unless being used for City purposes or with the written consent of the Parks Director or designee. Any request to use an unmanned aircraft system or vehicle, shall be made in writing to the Parks Director, setting out the dates, time, and intended purpose for the use of the device. The Parks Director shall have the authority to limit such use to specific parks, specific locations, and at specific times.

No unmanned aircraft systems, or vehicles shall be used to fly over the Russell Sims Aquatics Center, the City golf courses, or any other location prohibited by the Parks Director.

Any use of the unmanned aircraft systems, or vehicles shall comply with all applicable federal, state, and local laws, rules, and regulations. Any person permitted to use an unmanned aircraft system, or vehicle in any City park shall agree to indemnify and hold the City harmless from any claims regarding the use of the device.

Large Inflatables and Amusement Rides

Large inflatables or similar devices five (5) feet or more in height are allowed in City parks or facilities only upon written permission of the Parks Director or the approval of a Special Event Permit application. Those approved for large inflatables or similar devices must provide a certificate of insurance that meets the set requirements through the City of Bowling Green’s insurance verification process, and therefore comply with all safety and liability requirements. Not only must the event host require a certificate of insurance, but also the inflatable company providing the equipment. Water slides, water games, swimming pools, dunk tanks, petting zoos, pony/horse rides, amusement rides, and any other equipment not inherent to park property are prohibited.

Unauthorized Use of Parks or Disruption of Permitted Use of Parks

No person shall hold or attempt to hold any parades, rallies, or similar events requiring the approval of a Special Event Permit application unless that application has been approved. No person shall interfere with or disturb the activities of any other person or organization that has been granted authority to use a City Park or facility.

No person shall unlawfully obstruct, interfere, impair, or hinder park or city employees in the performance of official duties in the City Park or facility.

Failing to vacate a park upon request by a Park Ranger, Park Employee, or Police Officer is prohibited. Permit or registration shall be provided for the use of the facility or feature. Permits must be presented upon request.

Memorials

The Parks and Recreation Director shall have the authority, at his/her sole discretion, to approve the installation of small memorials to include benches, tree plantings, and memorial bricks valued at less than $5,000. Any request for the installation of a memorial greater than $5,000 shall require the approval of the Board of Commissioners. The design and location of the installation shall also be approved in the sole discretion of the Parks Director.

The costs of the materials, installation, and maintenance of the memorials shall be the responsibility of the person requesting the installation as set out in a written agreement between the parties. Once installed, the memorial shall become the property of the City, but the City shall have no responsibility to maintain, replace, or repair the memorial, and any cost of maintenance, repair, or replacement shall be the responsibility of the requester. The City also reserves the right to relocate or remove memorials at its discretion based on future needs of the applicable park. Please note that Kereiakes Park is no longer an option.

FACILITY SPECIFIC RULES

The following Facility Specific Rules are intended to address the unique needs, operations, and safety considerations of individual BGPR facilities. These rules apply in addition to the General Park Rules and Regulations and the Special Rules outlined in previous sections. All visitors are expected to comply with all applicable rules to ensure the safety, enjoyment, and equitable use of City parks and facilities.

Each facility, whether it be an aquatic center, fitness center, golf course, playground, dog park, or community garden, has its own characteristics and operating requirements. These tailored rules help preserve the quality and functionality of our amenities while promoting a respectful and inclusive experience for all users.

Please review the rules relevant to each facility before visiting. Failure to comply may result in removal from the facility, suspension of privileges, or additional penalties as determined by BGPR.

Boatlanding/Water Access Points

The following rules and regulations are specific to areas that allow water access to park users, including but not limited to James R. Hines-Boatlanding Park, RiverWalk at Mitch McConnell Park, and Weldon Peete Park. The goal is to provide a safe environment for water sports and recreation.

Motor vehicles are permitted on the ramp for the purpose of launching and recovering boats and must be removed immediately thereafter. Empty trailers will be permitted in the parking area only while the boat is being used.

Please park vehicles and trailers in designated parking spots only.

Help keep Bowling Green clean. Please place all litter into the provided trash receptacles.

Swimming or bathing is not permitted.

All pets must be kept on a leash.

Do not leave fish entrails in the dumpster.

All persons using the boat ramp shall do so at their own risk. The City of Bowling Green shall not be responsible for theft, loss, or damage to personal property or personal injury resulting from the use of the boat ramp.

Russell Sims Aquatics Center

The Russell Sims Aquatic Center (RSAC) operates seasonally from approximately Memorial Day through Labor Day, with hours subject to change based on weather or special events. The rules and regulations are established to promote overall safety, protect guests and staff, and help maintain a clean and enjoyable facility for all users. Current hours of operation are posted on the City of Bowling Green website at www.bgky.org/bgpr/aquatics and can be confirmed by calling (270) 393-3271 or toll-free at 1-866-382-1794.

Children under the age of 13 must be accompanied by a guardian or chaperone at least 16 years old.

Proper, clean swimwear is required. Speedos, thong swimsuits, cut-offs, and shorts with metal fasteners are not allowed.

All non-potty-trained children must wear a swim diaper. They are available on-site if needed.

No chewing gum, outside food or beverages, or coolers are permitted.

Entry may be refused to individuals with infectious diseases, open wounds or bandages, those exhibiting erratic behavior, or under the influence of drugs or alcohol.

Smoking is not permitted inside the park. Tobacco cigarettes, cigars, e-cigarettes, other nicotine, and tobacco products may only be used in the parking lot.

Guests must be at least 42 inches tall to use water slides.

Eyeglasses, T-shirts, jewelry, water wings, floats, and other foreign objects are not permitted on water slides.

Thunder/lightning results in an automatic 30-minute break. The facility may close temporarily due to inclement weather, with suspensions lasting a minimum of 30 minutes.

No person shall apply, wear, or introduce oil-based lotions, tanning oils, spray tanning products, or similar substances into the bodies of water or enclosed deck areas. All patrons shall shower thoroughly using soap and water prior to entering the pool to remove lotions, oils, cosmetics, and other foreign substances. Products that impair water clarity, interfere with filtration systems, damage equipment, or create hazardous walking conditions are prohibited.

The introduction of dyes, detergents, bubbles, or any similar substances into bodies of water within park premises is strictly prohibited. This includes, but is not limited to, fountains, pools, spraygrounds, natural bodies of water, and restroom facilities. Furthermore, the use of any such water features for bathing or personal hygiene is not permitted under any circumstances.

Per 902 KAR 10:120, service animals are allowed in the deck area but are prohibited from all water areas. This includes all areas of splashpads and their decks due to the nature of the amenity.

RSAC Sprayground Rules

Parental or guardian supervision is required for all children.

The following items are not allowed in the play or spray areas: weapons of any kind, food, drink, glass containers, animals, or bicycles.

Running, rough play, and horseplay are prohibited.

Do not block drains.

Place trash in proper receptacles.

Damage, graffiti, or vandalism will result in prosecution and may cause temporary closure of the facility.

No alcohol or drugs are permitted in the park. Persons under the influence of alcohol or drugs, or exhibiting erratic behavior, shall not be permitted and will be asked to leave the park.

Apparel worn in the sprayground must be clean.

Persons having any contagious disease or those with conditions that appear contagious are not permitted.

Persons with excessive sunburn, abrasions that have not healed, or persons with corn plasters, bunion pads, adhesive tape, rubber bandages, or other bandages of any kind are not permitted.

Use at your own risk. KRS KY 411.190: Kentucky Recreational Users Statute applies to all users.

Spectator & Bather Pool Rules

Admission to the facility is refused to any person having any contagious disease, infections, skin lesions, carbuncles, boils, inflamed eyes, ear discharges, or any other condition that has the appearance of being infectious. Spraygrounds at Lampkin Park and Circus Square Park

Spraygrounds are typically open from the third week in May to the third week in September. The rules and regulations are established to promote overall safety, protect users, and help maintain a clean, enjoyable environment for all visitors. Normal hours of operation are daily from 8:00 AM to 8:00 PM. Hours may vary due to weather, maintenance, or special events. To confirm current hours, call the Parks & Recreation Administration Office at (270) 393-3549.

Admission to the facility is refused to all persons having any contagious disease, infectious conditions such as colds, fever, ringworm, foot infections, skin lesions, carbuncles, boils, inflamed eyes, ear discharges, or any other condition that has the appearance of being infectious. Furthermore, the use of any such water features for bathing or personal hygiene is not permitted under any circumstances.

Per 902 KAR 10:120, service animals are allowed in the deck area but are prohibited from all water areas. This includes all areas of splashpads and their decks due to the nature of the amenity.

Rules and Regulations.

The following rules and regulations apply to all participants, visitors, and City employees. Please observe and comply with all guidelines to ensure a safe and enjoyable environment for everyone.

General Rules for All.

All participants must check in at the front desk before entering the gym, track, or commons area.

Everyone entering any Parks and Recreation facility or park must respect all staff and follow their instructions at all times.

Minors must be registered by a parent or guardian prior to their first visit and have a pass or key fob for the facility. After the first visit and sign up, minors aged 13 and over are allowed to use the facility without parent or guardian supervision.

Shirts and shoes must be worn at all times inside the facility.

The track is for running and walking only. It is not a spectator area.

Only staff are allowed to adjust any recreation equipment, including goal height, volleyball standards, bleachers, etc.

Prohibited Conduct and Items.

The following actions and items are strictly prohibited in all Parks and Recreation facilities and on park grounds.

Verbal threats, physical contact, or harassment toward staff or participants (may result in legal action).

Non-athletic footwear on the gym floor or track (tennis shoes only; must be clean; no Heelys).

Profanity or inappropriate language.

Stealing or theft of any kind.

Food or drink outside designated areas (only water or sports drinks allowed on courts).

Fighting, arguing, or disorderly conduct.

Use, possession, or influence of drugs or alcohol.

Possession of concealed or deadly weapons.

Vandalism (subject to legal action).

Horseplay, running, or dribbling basketballs on the track.

Spitting in fountains, bleachers, or on floors.

Animals other than verified service animals.

Smoking or tobacco use inside the facility.

Dunking on basketball goals.

Spectators, players, or coaches approaching referees or scorekeepers before, during, or after games, as this interferes with the activity and prohibits timeliness.

Game-related concerns should be addressed with the gym supervisor.

No spectators may stand in end zones or between courts. Please remain in the bleacher area only.

BGPR Fitness Center

BGPR’s Fitness Center is located within the F.O. Moxley Community Center at 225 E. Third Avenue, Bowling Green, KY 42101. These Rules & Regulations are part of the participant’s agreement, and participants are obligated to observe and comply with the same. Participants reference those who are not members, but are participants in programs, including but not limited to a Daily Visit, First Free Daily Visit, and Guest Pass. Members reference those with a current fitness membership, but are also participants.

Users must be a member in good standing or a registered guest with BGPR Fitness Division.

Signing In: All participants, upon each visit, are required to scan/card in.

All members must have their membership cards with them while at the Fitness Center.

No food and/or tobacco in any form will be permitted in the weight room area.

Gym/duffle bags are permitted in the designated area. Please hang coats on the coat rack.

Absolutely no horseplay allowed.

The use of profanity or clothing with suggestive or profane sayings is not allowed; Clean, proper attire must be worn. This includes, but is not limited to, no muddy shoes or boots, no dirty clothes, and no big rips or tears in pants.

Shirts and shoes must be worn at all times. Open-toe shoes, such as sandals/flip-flops, are not allowed.

Collars/clamps must be used on all barbells.

Participants must break down all weights and replace dumbbells after use. Failure to do so will result in suspension of membership.

Locker rooms are for current members and registered participants only.

Please do not bang or drop the weights or dumbbells. Misuse/abuse of equipment will result in suspension

All fitness equipment (dumbbells, mats, balls, etc.) is to remain inside the fitness areas at all times. No one is allowed to use equipment outside business hours.

Clean machines and equipment after each use. Cleaning supplies are available in the Fitness Center.

Valuables: BGPR Fitness is not responsible for the loss, theft of, or damage to personal property.

Maintenance of Facilities: To ensure that the BGPR Facility is properly maintained. BGPR Fitness reserves the right to temporarily close at any time during the year. Any days lost due to being closed will be added to the members’ next month's expiration date.

Participant Violations: Participant’s privileges may be suspended or revoked at any time by any BGPR Fitness Staff, for a participant’s breach of rules or regulations, undesirable behavior, or violations of the terms and conditions of the participant’s agreement. Suspension of such privileges shall not entitle participants to a refund.

Any equipment (including mirrors) broken, cracked, or damaged due to member misuse, abuse, carelessness, or recklessness will result in repairs being billed to the member.

There is a replacement fee for lost key fobs. There is a fee for a forgotten/lost card after the first warning. Fitness Facility Age Policy

Minors using the fitness center are limited in the type of equipment they can utilize within their membership.

Members aged 11 years old may use cardio equipment, aerobics rooms and equipment, racquetball courts, selectorized machines, and locker rooms with a parent or adult. Free weights are not allowed for members aged 11 years old. A parent or an adult 18 years old or older must be present with the youth in all areas.

Members aged 12 to 15 years old may use all fitness areas with a parent or adult 18 years old or older present.

Members aged 16 to 17 years old may use all fitness areas.

Golf Courses & Driving Range

USGA rules govern play except where local rules prevail for all golf courses.

In the event of severe weather, and if it is deemed necessary to evacuate the golf course, the golf staff will sound a siren and/or blow air horns. For players and spectators’ safety, all players and golf staff are required to evacuate the course and return to the Pro Shop. Anyone remaining on the course will do so at their own risk.

Etiquette

Please rake sand traps, fix ball marks on greens, and use care in replacing flagsticks.

Do not damage greens or property. If your ball is on the wrong green, remove it from the green to an area off the green for the next shot. Do not damage greens with clubs.

Match the pace of play of the group ahead of you (2 hours and 5 minutes per nine (9) holes).

Please be aware of others on the golf course.

Please shout “Fore!” if your ball is heading toward another group to avoid injury.

Please repair all ball marks on the greens.

Avoid cursing and other types of vulgar language.

Shirts, pants, shoes, and other appropriate attire are to be worn at all times.

Cart Rules

Please observe daily cart rules - including fairway only or cart path only.

One (1) cart per two (2) players, two (2) carts per four (4) players. If extra carts are needed, there will be additional charges.

Carts must remain on the path around the green and tee boxes; and must keep a distance of at least 30 yards in these areas (20 with handicap flag).

All par 3’s are cart path only (players with handicap flags may use the 90-degree rule).

Exit the fairway following the “Carts” signs. Do not drive on the fairway past these signs.

Operators must be 16 years of age with at least a Learner’s Permit to operate the golf carts. Carts must remain on the golf course property.

Do not drive over hills or other terrain that may put the cart off balance.

Reckless driving with carts is not permitted. Groups engaging in such behavior will be promptly removed from the course.

Restitution will be pursued for any damages to carts or property. Players assigned to the cart will be responsible for any damages.

Course Rules

All players must begin on Hole #1 and play the holes in numerical order.

No more than four (4) players per group. No exceptions for scrambles.

Please monitor your Pace of Play. The pace of play is set at two (2) hours and five (5) minutes per nine (9) holes of golf.

Each player in the group must have their own clubs and bag.

All players must come inside the Pro Shop and check in/pay before beginning a round.

No glass bottles are allowed.

Liquor purchased outside the City Golf Course is prohibited.

No personal golf carts are allowed on the course or property.

Singles may be grouped together on a busy day at the discretion of the Pro Shop Staff.

No practicing on or around greens.

Pets are prohibited from the golf course.

Service animals are permitted within park facilities in accordance with KRS 258.500. Authorized City staff, including members of the Bowling Green Parks & Recreation Department, Bowling Green Police Department, or other designated city officials, may ask only the following two questions: “Is the dog a service animal required because of a disability? and What work or task has the dog been trained to perform?” Staff may not ask about the nature of the disability or request documentation. Emotional support and therapy animals are not considered service animals and are subject to the same rules as pets.

Shirts and proper shoes are required at all times.

CrossWinds Golf Course

Out of Bounds: White stakes and/or fences and public roads. No relief from fences as they are considered out of bounds.

Irrigation control boxes and cart paths are considered immovable obstructions.

Curbing, landscaped areas that contain mulch, and staked trees- once club length- no penalty.

Paul Walker Golf Course

Out of bounds; all streets and fences denote out of bounds.

Hobson Golf Course & Driving Range

Out of Bounds: Right on #1, Left on #3, Right on #4, Right on #5, Right on #6, Right and behind green on #7, and Right on #8.

Athletics Facilities

Use is first-come, first-served unless a reservation or permit is obtained.

Facilities are to be used only for their intended sport or activity.

No unauthorized team practices, tournaments, or events without proper rental permissions.

No animals are allowed on the playing surface (exceptions may be made for service animals).

Proper footwear is required.

Do not climb fences, goals, or backstops.

Only water is allowed on playing surfaces; other food and drinks are restricted to picnic areas.

Facilities may close during lightning, severe weather, or unsafe conditions.

Children under 12 must be supervised by an adult at all times.

Evening use is permitted only where lighting is provided; follow posted schedules or rental rules.

Limestone Turf Field at Lampkin Park

No parking in the grass or Jaycees Service Lane.

Not allowed to use courts when reserved by BGPR during league nights.

No animals allowed on the playing surface (exceptions may be made for service animals).

The turf may be slippery when wet; the field may close during unsafe weather.

Do not climb fences or goals.

Only rubber cleats allowed.

Playgrounds are closed when the park is closed.

Adult supervision is recommended for all users.

Users shall use play equipment safely and as intended.

For your safety, please wear shoes.

No climbing on the outside of structures not meant for climbing.

Users shall use equipment suited for their age group.

Do not play on a wet or frozen playground.

Playgrounds are a no-pet zone.

Nature Park

BGPR is home to Chuck Crume Nature Park. As the city’s only official nature park, we must preserve its naturalism as our city becomes more urban.

Users must stay on designated trails to avoid damaging plants and disturbing wildlife habitats. Feeding wildlife is prohibited, as it harms animals and disrupts ecosystems. BGPR promotes “leave no trace” ethics for this park.

Waste shall be disposed of properly. This park has no trash receptacles, so users must pack out what they bring in. Dumping of vegetation debris onto park property is prohibited.

Disruption to the natural environment is prohibited. This includes the building of structures, such as tents, tree houses, and forts.

Obey all posted signs within the park to stay safe while enjoying the park, including, but not limited to, trail closures, wildlife warnings, and conservation zones.

There is limited parking at Chuck Crume Nature Park. Park users must only park in designated areas and avoid damaging natural areas when parking or driving. BGPR has an agreement with the Unitarian Universalist Church of Bowling Green, allowing use of its lot for additional parking.

Dog Parks

The dog parks are for dogs and their owners or handlers only. Climbing, hanging, or sitting on fences or gates is prohibited.

Entry into the dog park is at the risk of the dog owners or handlers. Dog owners and handlers must know the temperament of his/her dog. Dog owners or handlers are legally and financially responsible and liable for any damage to property, persons, or other animals caused by their dogs. Dog owners or handlers must honor the requests of other owners or handlers regarding their dogs.

Dogs must remain on leashes until they are completely inside the dog park (not just inside the vestibule). The City of Bowling Green leash law applies until the dog is fully inside the dog park. Once a dog is off leash, the owner or handler must keep the leash in his/her possession. All dogs must wear a collar or harness with the required vaccination and license tags attached. Spiked collars are prohibited. There shall be no more than two (2) dogs per adult (18 years of age or older), owner or handler in the dog park at any one time. Adult owners or handlers must be able to supervise, monitor, and control his/her dog(s) at all times.

Dogs known to have aggressive tendencies are prohibited from the dog park. Dog owners or handlers must leash and remove their dog(s) from the dog park at the first sign of aggressive behavior. Dogs displaying mounting behavior must be immediately removed from the situation. If the mounting situation persists, the dog must be removed from the dog park. Dogs displaying digging behavior must be stopped immediately, and the owners or handlers are responsible for immediately filling any holes created by such digging behavior. Dogs exhibiting uncontrollable barking behavior must be removed from the dog park.

Dogs under four (4) months of age or that have not completed a full program of vaccinations are prohibited.

Female dogs in heat are prohibited.

The small dog area is limited to dogs weighing less than 30 pounds.

All dogs must have current Rabies, Distemper, Parvo, and Bordetella (Kennel Cough) vaccinations. A Rabies tag must be worn and displayed by all dogs at all times, and the dog owner or handler is required to carry vaccination records. Flea and heartworm preventative medication is recommended.

All dogs must be licensed through the City of Bowling Green as required by the Bowling Green Animal Control Ordinance. City license tags may be purchased at the Humane Society. License tags must be worn and displayed by all dogs at all times. BGPR may request to see license tags. It is noted that visitors from Warren County or other places may not have a license.

Dogs known or suspected to be ill with a viral infection (kennel cough, Parvo, Distemper), a parasitic infection (worms, fleas, ticks), or with any open wounds are not permitted in the dog park.

All owners or handlers must immediately pick up any waste left by their dog(s) to ensure cleanliness and to avoid potential health risks. Waste should also be properly disposed of. Mutt Mitts are available in dispensers around the dog park

Children under the age of three (3) are prohibited from entering the dog park. Children ages three (3)-seven (7) must be within arm's length of a supervising adult at all times. Children ages eight (8)-seventeen (17) must be under strict adult supervision at all times.

Food (both human and canine varieties) and glass containers are prohibited within the dog park, although canine training treats are permissible.

Alcohol and smoking are prohibited within the dog park. Smoking is allowed only in the parking lot.

Please place all litter into the provided trash receptacles.

Dog toys may be used responsibly in the dog park provided they do not interfere with the enjoyment of the facility by other dogs and their owners or handlers. Please make every effort not to leave behind toys, or if a dog toy breaks or tears, please remove it and any pieces from the location.

Dogs, owners or handlers, and dog park users creating a disturbance or violating posted rules must immediately leave the dog park if requested by law enforcement personnel, park personnel, or their designated agents, and the refusal to comply may result in the permanent or temporary loss of dog park privileges.

The Bowling Green Parks and Recreation Department reserves the right to close the dog park for maintenance and repairs.

Skate Park

The Skate Park is unsupervised, and use of this facility is strictly at the user’s own risk. The rules and regulations are established to promote overall safety, encourage responsible use of the facility, and help protect participants and property. The City of Bowling Green does not assume any responsibility for loss or injuries, and the use of the Skate Park is subject to the Kentucky State Recreational Use Statute as set out in KRS 411.190.

Only skateboards, in-line skates, and BMX bikes are allowed in the Skate Park. No motorized vehicles are allowed.

Use of the park is permitted during posted park hours only from 7:00 AM to 11:00 PM. Violators will be cited.

Use of safety equipment, such as helmets and pads, is strongly recommended and encouraged.

Users must possess sufficient skills to use the park. Relative to this Skate Park, sections of the park are marked as Easier, More Difficult, and Advanced.

Children should have adult supervision. Younger children are suggested to use the park between 7:00 AM and 10:00 AM.

Bicycles must have a protective covering over pegs.

Weather conditions such as rain, snow, or ice can impair ramps and skating surfaces, increasing your chance of injury. The park will be closed if bowls are or have collected water. It will remain closed until BGPR Parks Maintenance has removed water from the bowls.

Beware of flying skateboards and bikes.

Spectators must stay off the concrete.

The Skate Park is self-policing. Please skate safely and be respectful and courteous to others. Share the park.

Improper conduct may result in suspension or expulsion from the Skate Park and may result in the temporary closure of the facility.

If the lights are non-operational during non-daylight park hours, the skate park is considered closed.

Community Gardens

Community garden plots are available for rent at Spero Kereiakes Park (1220 Fairview Avenue) and Pedigo Park (1341 Normalview Drive). It is noted that these locations are subject to change.

Garden plots will be offered on a first-come, first-served basis. Plots are prepared and ready for use in April each rental year at the discretion of BGPR. All materials must be removed from the plots by October 31 of the same year. The Community Garden Application includes gardening guidelines, responsibilities of BGPR, and requirements and expectations for all participating gardeners. Gardeners are expected to follow all terms outlined.

BGPR shall plow, disk, and mark off gardens; have gardens ready in April; and mow all gardens that have weed growth of 24 inches or more.

All city, state, and federal laws, statutes, ordinances, and policies must be obeyed.

Gardeners cannot sell harvested produce from the gardens on city property. Anyone selling on city property without a permit or license will be subject to fines and/or court costs.

Gardens must be maintained in good condition.

Gardeners must not remove and/or move stakes.

Gardeners must be considerate of each other.

Rental fees must be paid in full for each plot.

There is a limit of plots per household. Large plots are limited to one (1) per household. Small plots are limited to two (2) per household.

All gardeners must show proof of home residence through their driver’s license, phone bill, BGMU, or WRECC utility bill. The address on the rental application must match the address on the documentation submitted.

If gardeners decide not to use their plot, they must notify BGPR. There will be no refunds.

Motor vehicles are prohibited outside of designated areas.

Gardeners must supply their own water. Use of City water spigots, including at Kereiakes Park and Fairview Cemetery, is strictly prohibited.

The use of chemicals, herbicides, and insecticides is strictly prohibited, as defined by KRS Chapter 217B. This means that any substance or mixture of substances intended to (a) prevent, destroy, control, repel, attract, or mitigate any pest; (b) be used as a plant regulator, defoliant, or desiccant; or (c) be used as a spray adjuvant, once they have been mixed with an EPA-registered product. wwwkyagr.com

BGPR does not assume any responsibility for theft or damage from gardens.

By signing the application, gardeners agree to these terms and assume full responsibility for their plots throughout the rental season. Failure to abide by rules and regulations may result in a ban from future garden rentals.

RENTALS & SPECIAL EVENTS

The following rules and requirements apply specifically to rentals and special events at BGPR parks and facilities. These provisions are designed to ensure the safety, cleanliness, and appropriate use of public spaces for all participants and guests. These rules are in addition to all other general park rules and facility-specific guidelines outlined elsewhere in this document. Renters and event organizers are responsible for reviewing and complying with all applicable regulations, including those related to setup, cleanup, décor, supervision, permitted uses, and liability.

Overview

All facility rentals through BGPR are processed on a first-come, first-served basis. Reservations are not confirmed until payment is received. All rental payments are non-refundable unless the City cancels the event. If the City cancels due to damage or a violation of the rental agreement by the renter, no refund will be issued.

Payments for rentals can be received as cash, check, or card for the exact amount. Park areas that are not reserved remain open to the public, unless the rental explicitly grants exclusive use. The individual reserving any City Parks facility must be at least eighteen (18) years of age.

Rental Rules
Cancellations

In the event of a cancellation, renters must notify the Parks and Recreation Administrative Office as early as possible. If a renter cancels less than two weeks before the scheduled event, 25% of the rental fee will be retained as a processing fee. Refunds are not issued unless the cancellation is made by the City.

Clean Up and Waste Removal

Parks Maintenance staff runs trash and cleanup from 6:00 AM to 8:00 AM each morning at our outdoor parks. No additional cleaning is performed by staff before or after rental periods. It is the responsibility of the responsible party/renter to maintain the rented facility in a safe and sanitary condition. Renters are responsible for returning the facility to its original condition. All decorations must be removed, and tables, floors, and surrounding areas must be cleared of all debris. Trash must be placed inside the provided receptacles or taken off-site. Trash left outside of containers will result in additional fees.

Damage / Failure to Clean Up

Renters are responsible for the supervision of their guests and the condition of the rented space. Any damage or excessive cleanup will result in a fee and/or the denial of refunding the security deposit. Repeat violations of rules or failure to clean may result in denial of future rental requests.

Discrimination

Any individual or organization hosting a public event at a City Park may not discriminate based on race, creed, religion, nationality, sex, age, or disability.

Supplies / Decorating

City staff will provide table and chair setup for indoor facility rentals only. Renters are responsible for bringing all additional supplies. As stated in general park rules and regulations, open flames, including candles and lanterns, are strictly prohibited. Flameless candles are allowed but must be removed at the end of the event. Confetti, chalk, birdseed, silk flowers, silly string, rice, and similar items are not permitted. Only organic materials may be used during weddings or ceremonies. Decorations must be attached only using tape or Command strips, and they must be removed before the rental time ends. The use of glue, tacks, nails, screws, staples, or adhesives that may damage surfaces is not allowed. Decorating is permitted only during the scheduled rental period, and it must be taken down before the expiration of the rental period. Picnic tables at shelters must remain in place and may not be removed. Indoor kitchens are not available for use. Electronics and TVs inside indoor facilities are not included as part of the rental. Renters may bring additional folding tables and chairs if needed. The City of Bowling Green shall have no liability for loss, damage, or theft of articles stored or kept on site before, during, or after the use of a park facility.

Utilities

Shelters are equipped with timed lighting and electrical outlets. Some locations also include ceiling fans operated by timers. Water is available at some restrooms where drinking fountains are located. Lighting and water usage at athletic fields are subject to permit approval.

Grilling & Fires

As stated in general park rules and regulations, open flames are strictly prohibited, including candles, lanterns, and fire pits. Exceptions are permitted only for fire pits used during BGPR events that are coordinated and overseen by the department, and such use must follow the BGPR Fire Pit Safety Protocol. Flameless objects are allowed but must not be left behind and should be properly disposed of after use.

Charcoal grills are provided at select parks for on-site cooking, but shall not be left unattended. The user of the park must bring charcoal, and grills should be cleaned before usage. No person shall leave any park facility without first having completely extinguished any flame or coals. Charcoal must be completely extinguished and cool to touch before disposal. Portable fire pits, outside grills, heaters, and deep fryers are prohibited.

Additional Rules

A shelter/gazebo rental includes the shelter/gazebo only. Requests can be made to include adjacent outdoor facilities or trails at additional costs. The rest of the park facilities are open to the general public.

Facilities are to be used for approved purposes only. The City of Bowling Green reserves the right to inspect premises and facilities at all times to ensure proper usage. A Park Attendant will be provided for the rentals of outdoor sports facilities if deemed necessary in order to assist in the operation of the facility and to manage the restrooms. That Park Attendant has the authority to postpone or cancel events at the outdoor sports facility to prevent damage to the fields. The hiring of Umpires and similar positions shall be the responsibility of the renter.

Persons or entities renting outdoor sports facilities may use contracted concessionaires at the event upon approval by BGPR. Any person or entity providing concessions must be registered with the City of Bowling Green and shall be in compliance with all applicable laws and regulations, including but not limited to Health Department regulations. The location of any concessionaire must be approved by BGPR.

The responsible party/renter must bring reservation confirmation or have access to a digital receipt on the day of the reservation. Transfer of park facilities and shelters to another party is not allowed. The responsible/renter listed on the reservation confirmation must be on-site for the duration of the rental.

City-owned Parks are patrolled by the BGPD. Dial 911 for any emergency. For non-emergency situations, contact Police Dispatch at (270) 393-4244. Accidents, injuries, and/or damage to property are to be reported to the Parks and Recreation Office at (270) 393- 3549 immediately. If there is a person or party occupying a rental space, Park Rangers can be contacted after 4:30 PM on weekdays or on weekends after 1:30 PM at 270-935-8965 or 270-935-8967. If not within these hours, contact the non-emergency dispatch number. Proof of reservation is required.

All provisions of the City's Ordinances governing the public use of grounds shall apply.

The failure to comply with these rules and the general rules for the use of City parks may result in the denial of future applications for the use of City parks.

Indemnification

The responsible party/renter agrees to waive, release, absolve, indemnify and to hold harmless BGPR’s employees and the City of Bowling Green, its officers, officials and employees from and against any claims, suits, actions, damages and/or causes of action arising from the rental of the City facility for any personal injury, loss of life, property damage and any other liability arising out of the rental of the City facility, including the City's attorneys' fees and costs.

Outdoor Rentals

Outdoor facilities available for rental include City basketball courts, croquet courts, tennis courts, pickleball courts, volleyball courts, trails, disc golf courses, soccer fields, turf courts, fescue fields, softball fields, and baseball fields. Payment and the following information are needed on the application: contact information, date, location or facility requested, type of event or intended use, number of attendees, arrival and departure times (this includes setup, event, tear-down, and cleanup), special requests, refund information, and release and waiver statement.

Outdoor shelters may be rented between 8:00 AM and 8:00 PM daily and are available year-round. Cleanup must begin before the end of the rental period, and the space must be vacated by the scheduled end time. In the winter months, it is at the discretion of the renter, and restrooms may not be available.

Gazebo

The gazebo at Covington Woods is available for rent. It is a 14-foot decorative gazebo with electrical outlets. This is an ideal area for wedding ceremonies and photo opportunities of all kinds, including engagement photos and graduation pictures.

Indoor Rentals

Indoor rentals are available in the F.O. Moxley Community Center, the Kummer-Little Recreation Center, and the Parker Bennett Community Center. Rentals include rooms, gyms, and community centers. Downtown Rentals

Use of Circus Square Park, Fountain Square Park, or RiverWalk at Mitch McConnell Park

Rentals of Circus Square Park, Fountain Square Park, and RiverWalk at Mitch McConnell Park require a separate application available on the City of Bowling Green website or through the Parks and Recreation Administrative Office. Applications must be submitted online or in person. Incomplete applications will not be considered, and events are scheduled on a first-come, first-served basis. BGPR and City-sponsored programs take precedence in scheduling.

Private events in these parks require submission of the application 30 to 45 days before the desired event date. A signed release and waiver must be provided two (2) weeks before the event. A rental fee is required for each day of the rental period. Full payment must be made 30days before the event. A security deposit is due within seven business days of the invoice. If cancellation is necessary, notice must be given at least two weeks in advance to qualify for a refund. If the City cancels, a full refund will be issued. Circumstances beyond the City’s control will not be grounds for a refund.

Tents erected in excess of 400 square feet require a Tent Permit. These are issued by the City of Bowling Green Neighborhood and Community Services Department. For permits or inquiries, visit 707 E. Main Avenue or call (270) 393-3676. Any tent requires an Outdoor Facility Request Form from BGPR.

Temporary structures require BGPR approval. BGPR and the City of Bowling Green are not responsible for the expense of these temporary structures. Temporary structures include temporary tents, mobile buildings, stages, or other temporary structures. All stages must follow the approved American National Standard Institute (“ANSI”) E1.21-2024 recommendations for “Entertainment Technology-Temporary Structures Used for Technical Production of Outdoor Entertainment Events.” Any changes to the temporary structure prior to the event should be notified to BGPR prior to and during the rental date. Removal of the temporary structure shall be done in a timely manner or incur transportation and disposal fees. Any temporary structure requires an Outdoor Facility Request Form from BGPR.

Once approved, the Parks Administrative Office will confirm the reservation. If the application is denied, an explanation will be provided. Cleanup and damage deposits are mandatory. Renters are responsible for leaving the park in its original condition. Any damage to landscaping or City property may result in the withholding of all or part of the deposit and may incur additional charges.

The renter or an authorized representative of the renter or organization must be on the premises at all times during the rental hours. They also must be at least 18 years of age. If not, BGPR will be notified. Minors under the age of 18 must be in the care of an adult at all times.

All public events must be inclusive and non-discriminatory. Persons or entities permitted to use these three (3) parks shall not discriminate against individuals based on race, creed, religion, nationality, sex, age, or disability.

Decorations must follow park regulations. Only organic materials may be used during weddings or ceremonies. The use of silk flowers, rice, or silly string during wedding recessions or other events is prohibited. Confetti, chalk, birdseed, and silk flowers are not permitted. The use of glue, nails, tacks, screws, staples, or other fasteners that may scratch or otherwise damage park property is prohibited. The use of tape and command strips are permitted, but decorations must be taken down before the expiration of the rental period. The use of chalk on any surface is prohibited. Decorating is only allowed during the rental time.

Grills are not available or allowed in these parks.

City Ordinance and state law prohibit the use of alcohol in a park for a private function or event. Organizations may obtain a lease for the park and a temporary liquor license for alcohol consumption, which requires approval by the Board of Commissioners. Some downtown park locations are within the City’s Entertainment Destination Center (EDC), which has specific rules about alcohol consumption. For details, visit www.bgky.org/fountainrow . Please note that the EDC applies to Fountain Square Park and Circus Square Park.

Parking is public and not guaranteed. Stadium Park Plaza and other available public parking is available surrounding these parks and are available. The presence of other events taking place at the same time may affect parking or access to a location.

Any public-facing signs or advertisements must be approved by the Parks Director or their designee and may not imply City sponsorship without consent. All signs must be pre-approved by the Parks Director or designee. Awareness signs may only be displayed during the rental time and may not be attached to trees or park structures. The renter or organization shall determine the location of any utilities and irrigation lines in the park prior to installing any items. Any damage to utilities or irrigation systems shall be the responsibility of the renter or organization. All signs must be removed at the end of the rental period.

The failure to comply with these rules and the general rules for the use of City parks may result in the denial of future applications for the use of City parks. Additional details for the rental of each specific Downtown Park are listed below. Contact the Parks Administrative Office for a list of current fees for rental and deposit requirements. Fountain Square Park and RiverWalk at Mitch McConnell Park rentals are available by the hour or for a full day. Circus Square Park has a four-hour minimum rental. Non-profit organizations may receive a tax exemption discount. Cleanup and damage deposits are required for all locations.

Bloch Chapel Rental

All city, state, and federal laws, statutes, ordinances, and policies must be obeyed. The discipline of participants must be assured by the Responsible Party/Renter. BGPR or its representative may invoke disciplinary measures on unruly participants or spectators, including ejection from City Property. The Responsible Party/Renter must be on the premises at all times during the rental hours.

The Responsible Party/Renter shall notify the Fairview Cemetery Administrative Office as soon as possible in the event of a cancellation. All rental payments are non-refundable unless the City cancels the event.

Entering or remaining in a City park after posted closing hours is prohibited. The City reserves the right to close any park or facility at any time for maintenance, emergencies, safety concerns, or other necessary reasons. Entering restricted or closed areas, including those marked by construction or danger signs, is strictly prohibited.

The City of Bowling Green shall have no liability for loss, damage or theft of articles stored or kept on site before, during, or after the use of a park facility.

City Ordinance 9-1.04 Defacing Sidewalks and Public Property Unlawful – It shall be unlawful for any person to damage, deface, paint, print, or place any sign, inscription, advertisement, drawing, crayon pictures or other writings of any kind upon or across any of the stone, brick, concrete or other sidewalks, crossings, public buildings, or other public property of the City. No person shall paste, glue, tack, install, or otherwise affix or post any sign, placard, advertisement, or other items to any tree, structure, bench, or other park amenity in any City park. No person shall paste, glue, tack, place, install, or otherwise affix or post any unattended sign, placard, advertisement, or other items in any location in a City park, except for sponsorship acknowledgements and memorials approved by the Parks Director or designee.

Signs, placards, advertisements, or other similar items may be installed in City parks as authorized as part of a Special Event Permit, with the renter or responsible person representing the renting entity remaining on the rented premises during the time of the rental period.

The City of Bowling Green assumes no liability or responsibility for the cost or expense of the installation, maintenance, operation, or security related to any signs, placards, advertisements, or other similar items authorized by permit. Any damages resulting from theft, destruction, or harm to the sign, placard, advertisement, or similar items shall be the sole responsibility of the responsible party/renter.

Any signs, placards, advertisements, or similar items remaining on City property after the conclusion of the special event shall be disposed of by the City at the responsible party's/renter's expense, and the cost shall be deducted from any deposit provided to the City.

The person installing any signs shall be responsible for any damage to City property, including but not limited to any above-ground or below-ground utilities or irrigation system, and it is the responsibility of the person renting the facility to determine the location of utilities and irrigation lines before installation.

Smoking is not permitted in the Bloch Chapel. Smoking is permitted in parking areas only.

No alcoholic beverages or food/drink permitted in/on premises.

Parking regulations are strictly enforced. You will be provided with a map that shows available parking. Vehicles parked on any grassy areas or blocking driveways are subject to fines and/or towing without notice.

Damage/Failure to Clean-up: The responsible party/renter shall be responsible for the supervision and control of groups or individuals within the rented area. Any cleanup or damage to the park facility is the responsibility of the responsible party/renter. The responsible party/renter will be billed a damage/cleaning fee (minimum $25/hour) and will not be allowed to rent facilities in the future if any of the rules/regulations are violated.

There should not be any advertisement that may infer or state BGPR and/or Fairview Cemetery is a partner or sponsor of the event.

Activities held on BGPR property may be cancelled at any time as determined by BGPR.

Special Events

Some activities require a Special Event Permit and could require a Certificate of Insurance, which names the City of Bowling Green as an Additional Insured, through the City of Bowling Green’s insurance verification process,. To obtain an application, visit the Neighborhood and Community Services Department located at 707 E. Main Avenue or call (270) 393- 3641.

If the special event application is approved, the renter may also apply for additional outdoor and indoor facilities rentals through the completion and approval of a Rental Information Application through BGPR.

Special Event Permit Activities

Operation of special amusements, including but not limited to animal (horse, pony, or other live animal) or mechanical rides, inflatable play amusements, rock climbing walls, and musical or theatrical performances.

Operation of camps, fairs, exhibitions, rallies, fundraising efforts, races, walks, athletic league games or practices, and other organized events.

Construction of tents, canopies, inflatable amusements, or other temporary structures. This includes, but is not limited to, moon walks, water slides, dunking booths, and portable pools. Temporary fencing or gates to restrict access to park areas may only be installed with prior written approval from the Board of Commissioners.

Use of musical instruments, radios, other sound devices, and amplified sound equipment.

Sale of food, beverages, or other goods. This includes, but is not limited to, food trucks and vendor carts.

Collection of fees or monetary contributions.

Sale of alcoholic beverages.

Conducting parades.

Conducting a filming project without proper permission.

ENFORCEMENT

To maintain a safe, respectful, and enjoyable environment for all visitors, BGPR enforces a clear set of rules and expectations throughout its facilities. Enforcement is carried out in close partnership with BGPD, ensuring that all incidents are addressed promptly and fairly. This section outlines the procedures for handling violations, including restitution for damages, suspensions, bans, and the rights of individuals to appeal disciplinary actions.

Agency Cooperation

BGPR and the BGPD work in partnership to enforce the rules and regulations outlined in this document. This collaboration ensures a safe, welcoming, and enjoyable environment for all park visitors.

Restitution for Damages

BGPR reserves the right to seek restitution for any damage caused to park property or facilities. The amount will be based on the extent of the damage and the cost of necessary repairs or replacement.

Suspensions and Bans

Authority to Enforce

All visitors must comply with instructions from authorized City staff. Failure to do so may result in removal from the premises. The Parks and Recreation Director or a designee, including members of BGPD, has the authority to eject individuals and issue temporary or permanent bans for rule violations.

Appeal Process for Bans

Individuals who are banned from City parks may appeal the decision. Appeals must be submitted to the Director within seven (7) days of the ban notice.

Suspension Guidelines

Suspensions are issued in accordance with the BGPR Participant Guidelines for Suspension and may be appealed. Suspensions are reported with a Disciplinary Action Report. Written appeals must include the full name of the suspended individual, location, date, and time of the infraction, reason for seeking reinstatement, and the name of the staff member who issued the suspension.

Probation Policy

A participant who receives an indefinite suspension may apply for probation after one (1) year. However, any violation committed while on probation will result in a permanent suspension, with no further opportunity for reinstatement.
