It shall be a violation of this Subchapter for any owner, keeper or harborer of any animal to fail to remove any excreta deposited by the animal within the City on public walks, streets, cemeteries, parks, recreation areas or private property belonging to another. Dogs that live at this address are allowed to roam free and use the bathroom on premises or properties not belonging to the person who keeps, harbors or owns the animals.
