The City of Bowling Green utilizes a Pavement Management Application (PMA) to assist decision makers in the process of managing its network of pavements. This comprehensive software can store, retrieve, and process pavement related conditions and inventory data, allowing analyzation of current conditions, future performance, and expected needs of the network. The PMA is an invaluable tool in the development of the multiyear maintenance and rehabilitation programs.The accumulated investment of public funds expended to construct and maintain a pavement network is substantial, making the network a valuable asset to the population it serves. Therefore, the network should be managed such that the quality of the asset is maintained at an optimal level over the long term. In this regard, experience has shown that over time it is less expensive to invest in preventive maintenance and/or rehabilitation on an ongoing basis rather than reconstruction on a sporadic basis.The PMA becomes a valuable asset as well in the implementation of this less expensive approach. Annual surveys of network condition allow for up-to-date analyzation for maximization of available funds.
