Who decides what traffic signals are installed?

All traffic signs, parking restrictions, pavement markings, and other traffic controls are approved by the <b>Department of Public Works.</b><p> The City is required by state law to follow the national Manual on Uniform Traffic Control Devices for Streets and Roads, which sets standards such as when a four way stop or a signal can be installed.

Who do I call to report a traffic signal out?

If a single bulb has burned out please contact the Operations Division at (270) 393-3363.

If it is an emergency condition after hours please contact the Police Department.


You should not call 9-1-1 if you are reporting a non-emergency or to ask a question.

To report a non-emergency call 393-4000. Some examples of times when it is appropriate to call the police dispatch non-emergency number:
  • To file a delayed report such as a theft from a vehicle or any other property theft, or a delayed criminal mischief report
  • To report noise problems such as a loud vehicle, loud party, loud music, etc.
  • To report reckless drivers, speeders, or any other traffic violation.
To contact the fire department with a non-emergency call 393-4831. An example of an appropriate time to call the fire dispatch non-emergency number:

Beautification: Boulevards/Right-Of-Way/Median/Traffic Islands

Any request for an increase in beautification of a right-of-way beyond the standard landscape maintenance may be addressed by the adoption of an area by individuals, groups, associations or institutions to temporarily perform additional flower planting.

Contact the Neighborhood Action Office for a Landscape Right-of-Way Adoption Form or download one from our website.  Citizens should complete the form and submit it (along with landscape plans) to the Operations Division of the Public Works Department for review and approval.

Driveway Locations

As a citizen it is my responsibility to... 

Driveway locations and dimensions should be shown on building permits submitted to the Building Division.  In addition, contact the Traffic Engineer prior to making any changes to an existing driveway such as location, number of access points, width, etc.  This is not required for applying new asphalt to an existing driveway where no changes to location, number of access points, width, etc. has taken place.

Traffic Engineer will review the plan within a given period of time, typically five business days for residential type permits and ten business days for commercial type building permits, and approve or make recommendations according to City ordinance.  For more information, see the Traffic Management Manual posted on our web site at www.bgky.org.

Parking: Tickets

As a citizen it is my responsibility to... 

Citizens who need to pay parking tickets may do so between 7:30 a.m. and 4:30 p.m., Monday through Friday, at the City Treasurer's Office in the City Hall Annex building at 1017 College Street or by mail via the citation envelope.  If a vehicle has been towed from the street, citizens should contact the Police Department to receive authorization for release of their vehicle.  Citizens are responsible for paying any towing and storage fees that may be assessed by the towing service.  Citizens should contact the Police Department with any questions or complaints about a particular citation.  To appeal a parking citation, a citizen should direct a letter in writing to the Code Enforcement Board.

It is the responsibility of the city to... 

Parking tickets may be issued for on-street parking violations or for disregarding posted fire lane or handicapped parking markings on private commercial property.  Occasionally such vehicles are towed, and impound fees may apply.   The Treasurer handles collection of fees from parking violation citations, while private towing companies collect impound and storage fees for vehicles which are towed.  The Police Department makes visual inspections, issues citations for illegal parking, and authorizes release of impounded vehicles.  The Code Enforcement Board hears appeals for parking violation citations.  The Code Enforcement Board secretary may contact the city traffic engineer to determine if the parking layout or signage needs to be changed in an area where parking violations regularly occur.

Special Events

Some public and private events may require a Special Event/Parade Permit.  These may include events for which an outdoor tent or electrical equipment is used, block parties or events that take place on City property.  To find out if your planned event requires such a permit, contact City Central.   A Special Event/Parade Permit Application Packet will be provided to you, or you can access the packet online at the City’s website.

As a citizen it is my responsibility to...   

Obtain Special Event/Parade Permit Application Form from City Central.  Return completed application form to the City Central office at least forty five (45) days prior to the event.  Any permit application turned in less than forty-five (45) days prior to an event will be handled on an individual basis.  A late application may not be approved due to the burden it may place on City departments. Once the event organizer obtains all necessary permits and meets any additional requirements, the City Central office will approve the Special Event/Parade Permit.  At this time, the event organizer may be required to post a performance bond.  This bond is determined by City Central based on information contained in the application and will be used to pay for clean-up and damages applicable.  The performance bond needs to be in the form of a check made payable to the City of Bowling Green or in any other form as established by City Central, and will be refunded in full within 30 business days following the event, if no damage has occurred and if all clean up is completed properly.  If there is damage or if the City is required to perform any clean-up, all or a portion of the bond will be kept by the City of Bowling Green to recover those costs.  If this event is held on City property or if a parade involves floats, animals or other objects that may pose a risk of damage or injury, then a Certificate of Insurance shall be required.  Contact City Central for a copy of insurance guidelines.

The completed Special Event/Parade Permit Application Form will be distributed by City Central to representatives in the necessary City departments, and required outside agencies.  The department and agency representatives will have fifteen (15) days to review the application and return it to the City Central office.  The City Central office will recommend approval, denial or approval with changes.  Department representatives will also list any permits and/or prerequisites required by that department.  The City Central office will review the event application with the Police Department representative to prepare a security/crowd control plan, and determine the minimum number of required Police Officers.  In some cases, this review may involve viewing of the event site or parade route.  The Police Department will determine if any streets will need to be closed, as well as where barricade and/or traffic cones will need to be used.  Some larger, more involved events will require a meeting of relevant City departments and the event organizer.  If the event is approved with changes, the City Central office will assist and/or guide the event organizer with making all necessary changes.  A copy of the approved application will be returned to the event organizer.  The event organizer shall maintain at all times the approved copy of the application during the entire event and/or parade.  If the event is denied, the City Central office will issue a letter of denial.  The event organizer may appeal the decision to the City Manager within seven (7) days of receipt of notice of denial, by filing a written notice with the City Clerk.  The City Manager shall act upon the appeal within seven (7) days after its receipt.

Speed Limit

Chapter 22 of the City of Bowling Green Code of Ordinances includes a blanket speed ordinance, which means that the speed limit on all residential streets in the incorporated limits of Bowling Green, unless posted otherwise (or is a state maintained roadway), is 25 mph.  This is stricter than the state statute.  Speed limit signs are posted wherever the speed limit increases or decreases and at the entrances to subdivisions and neighborhood developments where they intersect with higher posted speed travel ways.

The City’s Planning and Design Division of the Public Works Department will review for installation of new traffic lights on city-maintained streets.   Recommendations for new signals must be accompanied by budget appropriations before installation can take place.  Requests for installation of new traffic lights at state-maintained intersections are reviewed by engineers at the Kentucky Transportation Cabinet, District Office #3.  Engineering recommendations must be accompanied by adequate funding before installation can take place.

Traffic: Speeding

<p><i>Complaints of speeding in residential neighborhoods can be addressed on a limited basis by directed traffic patrols by police in problem areas, the use of speed trailers, and some traffic control features.  Installation of new speed humps or speed tables is prohibited by the Neighborhood Traffic Control Policy established by the Board of Commissioners on January 5, 2010. Anyone wishing to change traffic control conditions on a city street should complete a "Request to Change Traffic Conditions" Form, which is available on the City’s website at <a href="http://www.bgky.org/">http://www.bgky.org/</a> or can be obtained from City Central or the Neighborhood Action Office.  This form requires signatures from neighborhood representatives and a complete description of the nature of the problem to be reported. Requests for speed trailer deployment or directed traffic patrols by the Police Department should be directed to City Central or directly to the the Bowling Green Police Department. </i></p> <p><i> (See Also-- Traffic:  Studies)</i></p> <p><strong>If I am interested, who do I contact...  </strong></p> <p>City Central, City Hall, 1001 College St., P.O. Trees: Planting in Rights-of-Way

It is a violation of city code to plant a tree in the right-of-way between the curb and sidewalk (commonly called the” utility strip”) without approval of the Public Works Department.  Placement of trees in the right-of-way can interfere with drivers’ visibility, high voltage power lines and pedestrian/handicapped use of sidewalks.  Tree roots can also damage sidewalks and interfere with underground utilities, including storm sewers and drains.  The City of Bowling Green reserves the right to perform tree maintenance or remove trees and shrubs to ensure the safety of motorist and pedestrians, and to protect utilities.

Handicap Parking Sign: Residential

To request a handicap parking sign in front of your residence, contact City Central.

Provide name, address, explanation for reason for request, and estimated time the Disabled Person Sign will need to be in place).  In determining actual need, it will be helpful, though not required, for the requesting party to park in the space where signage is desired.  The City of Bowling Green will not place temporary signs.

All requests are reviewed by the traffic engineer on a case by case basis.  Not all requests may be granted, and placement of temporary signage will not be considered.

Electrical Fire Safety

Electrical fires in homes claim 485 American lives each year and cost almost $900 million in property loss.  While some electrical fires are caused by system failures and appliance defects, most are caused by the misuse of electrical appliances, incorrectly installed wiring, and overloaded circuits and extension cords. December is the most dangerous month for electrical fires. 

  • Routinely check electrical appliances and tools for worn or frayed wiring.  If you notice smoke, sparks or overheating, discontinue their use and replace them immediately.
  • Use electrical extension cords only for temporary purposes and never overload them.
  • Never set or use electrical appliances on wet surfaces.
  • Keep clothes, curtains and other potentially combustible items at least 3 feet from all heaters and never allow children to play close-by.
  • Never run electrical cords under rugs or in high traffic areas and never allow doors or windows to be closed on or bend electrical cords.
  • Never force an appliance with a three-prong plug into a two-slot outlet or extension cord.
  • Immediately shut off, then professionally replace, light switches that are hot to the touch and lights that flicker.
  • Use outlet plug covers on electrical outlets to protect children from electrical shock.
