When is my trash going to be picked up?

Residential trash collection in the City limits is handled by Scott Waste Management. In order to find out what days your trash is to be picked up, call them at 783-4016. Warren County is responsible for negotiating the solid waste collection franchise. If you wish to file a complaint regarding garbage collection, contact the Warren County Community Services office at 843-5353.

Who picks up limbs, brush, etc.?

Animals: Nuisances

No person shall own, keep or harbor any animal that unreasonably annoys humans, endangers the life or health of persons or other animals, or substantially interferes with the rights of citizens, other than their owner’s, to enjoyment of life or property.  The term “animal nuisances” shall include, but is not limited to any animal that:

       a.        Barking, Crowing, Howling, Yelping, Whining.  Barks, crows, howls, yelps or whines loud enough to be heard beyond the premises of where it is kept or harbored;

       b.        Trespassing.  Goes upon any property or premises not owned or occupied by the person who keeps, harbors or owns the animal;

       c.        Damaging Personal Property.  Turns over, gets into, or otherwise damages or disturbs garbage cans, any items or personal property located on any premises other than those owned or occupied by the person who owns, keeps or harbors the animal;

       d.        Frightening, Molesting People.  Runs at, jumps upon, chases, barks at, bites at, or in any other way frightens, molests, or scares any child or adult other than the one who owns, keeps or harbors the animal and the members of his immediate family;

       e.        Attacking, Chasing Other Animals.  Attacks or chases any other animal besides those animals who are kept, owned or harbored by the same person;   

       f.        Chasing Vehicles.  Chases motor vehicles, bicycles or scooters other than those owned or operated by the same person or his immediate family, who keeps, owns or harbors the animal;

       g.        Running at Large in the Public Parks.  Goes upon City cemeteries, parks and playgrounds, except at designated parks or under restraint; 

       h.        Vacant or Unoccupied Properties.  Is housed in or confined on the premises of any vacant or unoccupied residences.

       i.        Offensive Odors and Sanitary Conditions.  Causes fouling of the air by noxious or offensive odors resulting from the accumulation of animal excrement and thereby creates unreasonable annoyance or discomfort to neighbors or others in close proximity to the premises where the animal is kept or harboredbecause of the failure to keep the animal’s pen, yard, lot or other enclosures in a sanitary condition and free from preventable orders; and

       j.        Public Health and Safety.  Is offensive or dangerous to the public health, safety or welfare by virtue of the number of animals maintained at a single residence or the inadequacy of the facilitiesor the inability to provide proper care for those animals.

Comply with the animal ordinance.  Pick up after my animal and make sure that it is properly contained at all times.  Report possible violations of the animal ordinance to Animal Control & Protection.

It is the responsibility of the city to?

Animal Control & Protection will investigate animal ordinance violations.  Depending on the nature of the violation, animals may be impounded and/or the owner fined for violations.  The Code Enforcement Board serves as the hearing body of animal ordinance violations, with the exception of animal cruelty, vicious animal and bite cases.

Animals: Wildlife

Garbage: Hazardous Household Materials

Paint cans, motor oil, pesticides, batteries, tires and other hazardous household materials are not accepted by Scott Waste Services or most other local service providers for pickup.

Contact a private hazardous materials disposal contractor (listed in the Yellow Pages) or Warren County Environmental Planning & Assistance regarding appropriate methods for proper disposal of these materials.  Some auto parts retailers are drop-off centers for recycled motor oil.  Tire retailers will accept your old tires for disposal at the time of purchase of new tires, usually for a nominal fee.

Each spring Warren County Environmental Planning & Assistance hosts a Household Hazardous Materials Amnesty Day where such items may be dropped off for recycling at no charge.  They also provide information regarding free, safe and environmentally friendly ways to dispose of such materials in the meantime.

Garbage: Trash & Yard Waste Collection

Scott Waste Services provides garbage and yard waste collection under contract with Warren County for service to all residential accounts in the City.  In residential areas, this service includes “back door pickup,” which means residents need not tote their trash to the curb for pickup.  If you have not taken advantage of the back door service and would like to start, contact Scott Waste Services to notify them of the accessible location where their staff can retrieve your containers for pickup.

As a citizen it is my responsibility to... 

Contact Scott Waste Services to report a missed pickup or for information about collection requirements and schedules.  Give the location of missed pickup (curb/alley), address and type of material (yard waste or garbage) that was not collected.  Residents are required to properly contain and/or cut and bundle materials to be collected.  All household trash should be placed in a container with a tight-fitting lid.     

Residents should call their service provider to request pickup of yard waste and/or bulky items such as appliances, furniture, etc.

Residents of rental properties should contact their landlord to determine if the landlord or tenant is responsible for obtaining garbage service at their residence.  If the landlord has obtained service for the rental unit, the tenant should obtain contact information for the correct garbage service provider. Tires, hazardous household materials and large quantities of building materials are not collected by most solid waste contractors.

Pickups of yard waste and bulk items are generally NOT made at the same time as regular pickups, but are provided by request.  Missed pickups are generally collected within 24 hours of notification.  Contracted hauler will pick up waste at a regular designated site (at curbside or alley on a weekly basis).

Mosquitoes

Mosquitoes lay their eggs in water.  The life cycle of the mosquito, from egg to adult mosquito can take as little as four days.  Therefore, the best way to control mosquitoes is to prevent outside water from standing. 

As a citizen it is my responsibility to... 

Eliminate standing water at home by doing some/all of the following:

  • Clean out gutters and downspout extensions
  • Remove old tires, cans, bottles and buckets that collect rainwater
  • Change water in birdbaths once a week 
  • Keep mosquito-eating fish (top-feeding predacious minnows) in ornamental ponds
  • Repair leaky faucets, fill in puddles
  • Chlorinate pools
  • Keep pet’s water fresh
  • Change wading pool water twice weekly
  • Check toys, tarps and boats for standing water
  • Empty outside flowerpot saucers
  • Keep lids tightly fitted on garbage cans and waste containers

The Warren County Road Department seasonally provides limited mosquito spraying services, by request.  The City does not provide mosquito abatement services, but it will inspect properties for property maintenance code violations.  Public Works also inspects drainage complaints.
